PROPOSAL FOR CONVENING CAO DPC - SEEKING INFORMATION REGARDING

Dear Comrades,

Board has issued letter on 10^th Nov, 2015 to all the Chief Commissioners for proposal of convening DPC to the grade of CAO to review the earlier DPC for the years 2007-08 to 2012-13 and regular DPC for 2013-14 (CLICK HERE TO SEE THE LETTER) with the request to furnish all the necessary ACR/APAR containing dossiers, Integrity Certificate, Vigilance Clearance Certificate as on 31.10.2015 etc. in respect of 572 officers (CLICK HERE TO GET THE LIST) to the Board, latest by 30^th Nov, 2015.

          I, request the Leaders of the Concerned Zones and Central Office bearers to take initiatives and pursue with the concerned zonal administration, so that the ACR/APAR dossiers, Current Vigilance Clearance Certificate, Integrity Certificate etc. are sent to the Board well within time.  It is also requested that if the desired ACR/APAR dossiers, documents etc. have already been sent in the past, then a reference of such letters may be resubmitted to the Board along with the current Vigilance Clearance Certificate.

DIWALI MESSAGE

 It is our bad luck that the DPC for regular promotion to CAO for the years 2010-11, 2011-12 & 2012-13 has not taken place before this Diwali.  It is learnt that the Chairman UPSC has already nominated the Chairman for this DPC.  However, the date of the DPC is yet to be finalized.  We expect that it will be held very shortly.

       Meanwhile the Board has taken initiative to update the All India Seniority List of Administrative Officers for the period 01.01.2009 to 30.06.2014.  Letter has been issued by ADG (HRM) in this regard vide letter no.8/B/187/HRD (HRM)/2014 dated 21.10.2014 posted below:-

       I request leaders and members of all the zones to send the reply at the earliest.

      The DPC for various other grades are taking place in different zones.  Although DPC for promotion to Inspector against the additional posts sanctioned through Cadre Restructuring during this year, are getting held up in many of the zones.

     Association wishes to take stalk of the situation, prevailing in various zones and I request the zonal leaders to apprise me about the difficulties and development at various zones, consequent upon the Cadre Restructuring.  They may send their factual reports at my e-mail id (pramanik.ashim4@gmail.com) so that a comprehensive stand may be taken by this Association at all India level.

Dear Comrade,

                                Board has once again sought some information in respect of 09 officers, posted in 07 Zones and 01 Directorates.  Such information is required to satisfy the requirement of UPSC which is presently considering the proposal for DOC for the vacancy years 2010-11, 2011-12, 2012-13, 2013-14 and 2014-15 for promotion to Chief Accounts Officer (CAO).  The copies of the letters are given below:-

                Dear Comrade, it is understood, that promotion to the grade of Inspector is getting impeded in many of the Zones particularly against the additional strength provided in the Cadre Restructuring.   I would request to zonal leaders to take up with the concerned administration.  We shall take a holistic stand and ventilate our views to Board.

Member (P&V) has written a DO letter to concerned Chief Commissioner’s to send the desired reports by 27^th May, 2014.  

I request the leaders of the concerned zones and the central office bearers to take initiatives and pursue with the concerned zonal administrations, so that the reports are sent in time.  It is sad to note that the leaders of some of those very zones regularly pursue with us whereas the reports are pending from their zones themselves.  

Kindly do the needful so that at least the officers retiring in the month of June, 2014 can get their long-over-due promotion before retirement.  

As regards to Cadre Restructuring, we share anxiety of many of our members the order on allocation of posts and the related notification on newly curved out Commissionerates are yet to be issued.  

It is understood that the related files are now being vetted at the highest level in the Board’s office.

CAO DPC Deficiency list

Dear Comrades,

In-spite of regular appeals made by this association, the particulars called by the AD-IIA section regarding DPC for the promotion to the grade of Chief Accounts Officer for the year 2010-11, 2011-12, 2012-13 and 2013-14, large number of dossiers pertaining to almost all the regions/Central Excise zones are yet to reach board’s office. 

A name list of the officers whose dossiers are either incomplete or not yet reached to board's office has been handed over by the AD-IIA section to this association.

Comrades, There is no point on blaming the boards’ office, for not completing the exercise before our officials get retired.  We need to blame ourselves for the negligence on our part for not ensuring that the requisite particulars are sent in time without deficiencies.

This association humbly requests all the members working in the field formations to look into this issue and take up before the concerned officials of your region for further compliance.

Let us not forget the undue delay will have a cascading effect on all the promotions down the lane in the seniority list.

Dear Comrades

The Cadre Restructuring has been the most-discussed and talked-about issue in 2014, so far. The landscape does not seem to have developed much since the initial circulation was made on 18.12.13. We have already conveyed the primary reaction of this association through our New Year message.

In order to get a further insight of what’s going on, on this front, we are visiting Delhi on 27/28/29 January, 2014. We will be meeting senior officers and stake our claim on various issues. Of course, as we have already expressed, that there is no reason to be euphoric and hysteric about the prospect of our Cadre in the aftermath of this Cadre Restructuring. We shall strive to achieve whatever, bits, on offer. At the same time we shall continue to pursue our basic demand on reorganization of the administrative wing (explained in our previous message).

Here it may be appreciated that various relaxation  for promotion to Inspectors and others  Gr.C posts those may be required at various zone, would only be relevant after finalization of commissionerates in each zone and allocation of post in Gr.B and Gr.C level. However, we shall register our strong demand on the basis of enshrined principle of career advancement of our cadre on par with other cadres. The dispensation granted in the earlier Cadre Re-structuring, will again be sought this time also.

Meanwhile Board has issued a letter on 15.01.2014 (click here to view) seeking APAR/ACR/VC/IC of 345 Administrative Officers (AO) for promotion to CAO, created in last Cadre Restructuring. The zone of consideration list is also been circulated (click here to view).  Since this also cover DPC of the past years, names of some retired officers will also be considered notionally. However, promotion order will not be issued for any officers who have retired on the date of issue of promotion order.

Thus no benefit will accrue to retired officers. This is very unfortunate the seniors A.O are retiring without getting their due promotion to CAO, despite availability of vacancy.

Here it may be kept in mind that names of some of the retired officers have not been included in the consideration zone even for notional consideration. They have retired even before the date on which their names get covered in the zone of consideration in a particular past year with reference to the zone of vacancy of such years. There is no point on disputing this fact as these officers would not have been promoted even if the DPC was held in time as they were not in the consideration zone. In any case the retired officers are not going to get real promotion.

Thus we should speed up our work at the zonal level and summon our all energy to send the desired Vigilance Certificate /Integrity Certificate etc from the respective zones to the board office.

On the question of promotion to A.O after the new Recruitment Rule, we will pursue this issue during our next visit.

Administrative Officer Seniority list

Dear Comrades,

The DGHRD, CBEC, New Delhi vide its letter dated 12.09.2013 has requested all the Cadre Controlling Authorities to forward the updated seniority list in the grade of Administrative Officer appointed (as on 31.12.2008) on regular basis to prepare the draft seniority list in the grade of Administrative Officers. Many Cadre Controlling zones have already forwarded the updated list.  But few of the zones are yet to forward the requisite details to DGHRD.  

As requested by this Association a reminder letter dated 04.10.2013 issued by ADG (HRM) on the above issue addressed to some of the Cadre Controlling Zones which are yet to forward the updated list is placed below. 

It is requested that the zonal leaders / members of this association working in Cochin, Delhi, Lucknow, Mumbai-I, Nagpur and Vadodara pursue the issue immediately and ensure that the updated list reach DGHRD, New Delhi at the earliest in order to speed up the Chief Accounts Officer DPC.
