            Wish you all a very happy Diwali!

            As a constituent of Steering Committee (formed to protect the interest of employees of CBEC in the process of cadre reorganization for implementation of GST), the office bearers of this association attended the meeting with honourable Member (Admin), CBEC, at her chamber on 13th Oct 2016. Joint Secretary (Admin) and ADG (HRM1), CBEC were also present in the meeting. The meeting ended with a positive note with the assurance of Hon’ble Member to protect the interest of our members. Accordingly, the demonstration program scheduled for 14th October 2016 called by the Steering Committee had been called off (Meeting Notice).

        We had a meeting with Shri Balesh Kumar, Additional Director General (HRM1), on 14th October 2016, to project our cadre specific demand in the ongoing process of cadre reorganization in view of implementation of GST. During the meeting, we also discussed other issues like finalisation of seniority list of Administrative Officer from 2009 onwards and disparity exists in the administrative wings between CBEC and CBDT (Submission).

         Meanwhile, the Coordinating Committee (CoC) of Revenue department has submitted its memorandum to Honourable Finance Minister of India to register grievances against CBEC and CBDT for their lackadaisical attitude towards the employees. Two of our prime demands figured in the charter of demands. i.e. i) Removal of disparity in pay structure and promotional hierarchy between CBEC, CBDT and HQ Organisation and ii) consider views/comments of federations/associations representing the stakeholders before finalising/amending any RR (including the ones for EA and TA). The memorandum has mention of some demonstrative programs during the month of Nov 2016 to Jan 2017 (CoC Memorandum Pg1, 2, 3), which we have to observe. 

          Eastern Region Convention of AICESTMOA was held at Patna on 22nd October 2016 as arranged by the Bihar & Jharkhand Unit. Shri V.C. Gupta, Commissioner of Customs (P), Patna, graced the occasion as Chief Guest. Office bearers of other associations of that zone were also present. Office bearers of Kolkata, Bhubaneswar and Shillong zonal units of our association attended the meeting and actively took part in the discussion. All the issues were discussed in details and the members vowed to further strengthen the association to face the challenges ahead. The cultural program at the end was really refreshing after a day-long activity. We convey our gratitude to Bihar & Jharkhand Unit for the beautiful arrangement of the convention.          We have written numerous letters to Member (Admin), CBEC, with request to consider the views/comments of stakeholders before finalizing the upcoming RR of Inspector. The letters are linked herewith for information. A letter is also being forwarded to honourable Chairman, CBEC to consider our demand to discuss the issue before finalisation of upcoming RR (1, 2, 3, 4, 5).

         The Zonal leaders and members are once again requested to complete the process of collecting Annexures from respective DDOs within the month of November as we have to submit the renewal request and documents to Board in December itself.             Shri Ashim Pramanick (President), Shri Ram Lalit (AGS) and I have attended the meeting with Member (Admin) on likely impact of the GST roll out, along with the office bearers of the other associations. We expressed out concerns on HR issues. The meeting was also attended by Joint Secretary (Admin) and ADG, HRD. The meeting ended with positive note; hence the programme on 14th has been deferred as decided by the Steering committee.

            We also had a separate meeting with JS (Admin) and followed up cadre specific issues. Tomorrow, we are going take up the cadre specific concerns, particularly in the light of GST, with the authorities at different level. All other issues will be appropriately addressed.

            Happy Dussehra!

            During the last month a lot of activities took place which I shall share with you.

        We have been demanding parity in pay structure and promotional prospects with CBDT and other Hq organisation for quite some time. We still have many pending issues like insertion of protection clause in EA RR, counting of Sepoy service, finalisation of AO RR, relaxation on RRs, publication of seniority list of AOs from 2009 onwards etc. We have been asking for an appointment with Member (Admin) for last one month but not granted to. The third letter with requesting an appointment has been sent on 06th October (Letter1, 2). We understand that Board officials are quite busy with the work of implementation of GST, but resolving these issues are no way less important than that in view of our association. We have been constantly pursuing to get the result.

            Recently, the Co-ordinating Committee (CoC) of Department of Revenue has been formed, in which all the associations of CBEC and CBDT have joined hands together to raise the demands of their members to the appropriate authority. A meeting of CoC was held at NACEN, Kolkata on 24th September 2016, where the representatives of individual association brought forward their demands, to be raised through CoC. We have demanded to include two vital issues, inter alia, in the Charter of Demands of the Memorandum, to be submitted to hon'ble Finance Minister of India - (i) to bring in identical pay structure & promotional hierarchy in Admin wing of CBEC, CBDT and Hq organisation (ii) to finalise/rectify the RRs (including EA RR and TA RR of CBEC) after taking into account the suggestions/views of Recognised associations. The memorandum is almost finalized and it will be placed in the blog after submission to honourable Finance Minister and other Board officials. CoC has decided to take up some agitational programmes in the month of November, December and January if no positive response is obtained from other end. The programmes will be intimated in due course of time.

            It is believed that Goods and Services Tax (GST) will very soon replace the present system of indirect taxes (Central Excise & Service Tax). However, to protect the interest of employees of CBEC, a steering committee, consisting of the representatives of all recognised associations, has been formed which met in Mumbai on 17th September and 01st October this year. A letter was submitted to honourable Finance Minister of India on 08th October 2016, to apprise him of the effect of implementation of GST on the present workforce of CBEC and also requesting him to take the recognised associations into confidence before taking any major decisions on some matters. The letter can be read in ‘cengoindia’ blog. A meeting is now convened by the CBEC with all the associations of the steering committee, on 13th October 2016, under the chairpersonship of Member (Admin). This association, being the part of the steering committee, attends all the meetings by its office bearers/representatives.

       President and I have been in Mumbai and visited the office of the Mumbai Commissionerate at Church Gate, Mumbai on 30th September 2016. A warm welcome was arranged by the office bearers of the Maharashtra Zonal Unit. During the visit, we called on the honourable Chief Commissioner, Additional Commissioner and Deputy Commissioner and had a courteous talk with all of them. We had a meeting with the members of the zone in the conference hall, which lasted for about two hours.

        The Bihar & Jharkhand Unit has planned to arrange the Eastern Regional convention/meeting of the association which is scheduled to be held on 22nd October, 2016 at Auditorium of Central Revenue Building, Patna. The President and General Secretary of the Zone have invited all the office bearers of national body and members of other zones to be present in the meeting.
