Delhi Visit

Comrades,

    Namaskar! Hope you all are doing well.

    We had two meetings with hon’ble Member (Admin), CBEC, on 3rd August 2017 and on 18th August 2017. The first one held at his chamber and the latter one with all other associations at ‘Kalpavriksha’, the meeting hall in North block. The appointment was granted by him for the first one and the second has been a regular meeting with all other associations. In both the meetings we put our grievances and represented our side with all supporting documents. Shri Ram Lalit, shri Susheel Kumar and I attended both the meetings and shri Prosenjit Pandey accompanied us in the former one, which lasted for about 50 minutes. Hon’ble JS (A), CBEC, Commissioner (Coord), CBEC, ADG HRM 1,CBEC, were among all present in both the meetings.

    Hon’ble Member has been very cordial and gave patient hearing to all our points and directed concerned officers for necessary action. The summary is given below for information of all members.

    Draft All India Seniority List (AISL)of AOs from 2009 onwards would be published soon on receipt of Regularisation date of AO from Mumbai, Shillong and Jaipur zones. Shillong zone has already taken action and forwarded the required report to DGHRD, it is learnt. Reports are still awaited from Jaipur and Mumbai, for which reminder is being issued from DGHRD. It is once again requested to the leaders of these two zones to take a little pain to get it done at the earliest.

    Draft RRs of AO is still with DoPT and hope to get it through. Hon’ble Member said that Board is taking all necessary actions to get it notified at the earliest. It was also asserted that Board would give one month time to get the DPC conducted for promotion to the grade of AO after notification of the amended RRs. Let us hope for the best.

    The issue of ‘disparity with CBDT in respect of Pay structure and Promotional prospect’ was discussed at length and Member agreed that it should be taken care of. He asked the details once again and directed concerned official to give him a report.

    We conveyed the hon’ble Member that we welcome the decision of Board to consider the One Time Relaxation (OTR)for promotion to the grade of Inspector and Executive Assistant (EA), but is was made him clear that 50% relaxation of qualifying service on the basis of new RRs would have no meaning and there will be hardly any to get that benefit. Rather, Board should think of filling up all vacant posts by considering OTR on the basis of old RRs of those two grades.

    The file is already on the move for counting of past service of LDC for promotion to the grade of EA, as per our demand, and the file is being put up for consideration in view of report received from the various zones.

    The amendment of notification of TA RR should be effective from date of notification of the principal RRs i.e. 10.01.2014 and not from the date of notification of amendment. Hon’ble Member agreed suomoto to the fact and ordered to put up the file in this regard.

    We vehemently opposed the move of Board to revert its own decisions, which were given, time to time, in view of Hon’ble Supreme Court and High Court Judgement. We also opposed the move to reexamine the letters issued by the Board, on the basis of which promotions were given in many zones. Further, requested to issue the instruction to all CCAs, so that the zones which did not consider promotion get it done to be at uniformity with other zones.

    The chair agreed to give copy of all clarifications to all the zones to maintain uniformity across the country.

    We are going to give our detail submission on all the issues for his perusal and further necessary action.
