Board Circular dated 13.11.2020

     In a big update the Board as promised, has issued a letter dated 13.11.2020 (on the eve of DIWALI) to regularize the promotions of STA/EA upto 28.09.2015(date of issuance of New RRs of EA).


    As promised in the meeting dated 23.09.2020 the circular is mainly focussed on the Protection Clause for the period of 18.12.2013 to 28.09.2015. Read the circular here

Recent updates from AIB!

These few months have been filled with activities initiated by the AIB for taking up some pertinent issues which have been constantly plaguing our Ministerial cadre - right from issues around the RRs to Board's/DOPT's objections - the Association has been at the forefront of persevering and running around from pillar to post (hoping to get things done at the earliest!)

In this regard, here are some of the recent updates from the AIB on the activities that were undertaken - 

1. EA RR update

A major bone of contention for our Association has been pushing for the amendment of EA RR - official visits at New Delhi were taken by the office bearers as well as learned comrades to meet, discuss and push for a greater understanding of the situation - our aim is to resolve the bilateral roadblock. 

As of now, it is learnt from sources that the file for insertion of Protection clause was sent to DOPT but the same was again returned with some query. Efforts are being undertaken to put up informed proposals to solve all of the doubts at the DOPT level. 

2. Inspector RR Update

It is learnt that file is currently pending with Member (Admin) - once the file of EA is approved by DOPT then the file of Inspector RR amendment will be sent to DOPT for review. Hence, AIB is trying its best to resolve the queries immediately. 

3. TA RR Update

The file is pending with Member (Admin) as well. AIB sincerely requested the JS (Admin) to go for the amendment only (25℅promotion quota) instead of changing the RRs wholly. In this regard, a letter was also sent dated 29-10-2020. Click here to read the letter. 

4. CAO DPC Update

We are constantly pushing/requesting all of the zonal units to ensure that their respective CCA furnish all of the required dossiers/other documents for immediately conducting CAO DPC as soon as possible. In this regard, a letter dated 26-10-2020 to Hon'ble Chairman requesting to conduct the long-pending DPC was sent. Click here to read the letter. 

Thus, the AIB is trying to constantly pursue all of the pending matters hoping to get some results soon!

Latest Update! Points to share by SG after meeting with Member (Admin) and JS (Admin)




This blog has been updating our readers about the latest activities of the Association. In this regard, it was already informed about well-awaited meetings of our AIB office bearers (Com. Awadesh Maurya, President as well as Com. Chitrasain Garg, SG, AIB) on 22-09-2020 with Member (P&V) and JS (Admin).

After a hard day's work, the AIB office bearers have some latest updates to share. So let's read below what our AIB SG has to say (excerpts): 

1. Meeting with Member (Admin) - 

We (President & SG) attended the meeting, where JS (Admin) along with Sh. R.K. Jha, DS was also present on behalf of the Administration. The meeting lasted for about 1 hour and 15 minutes.

The Member is aware of our issues and noted our grievances - she assured us of resolving in a time-bound manner.

She gave us assurances on the following issues: 
a) Protection Clause

b) Only 25% quota amendment in RRs of TA

c) Accommodating the request of Ministerial cadre in upcoming CR Proposal if it is tabled before her or in any of the Board meeting.

At the end of the Meeting, Sh. Jha assured positive news for us.

2. Meeting with JS (Admin):

a) JS (Admin) has gone through the file thoroughly and her positive outcomes are as follows:

b) Ma'am clearly said that DPCs on the vacancies before 28.09.2015 are right but eligibility should be taken before 28.09.2015 (means one should complete 3 yrs service before 28.09.2015) and DPC taken place before 28.09.2015.

c) Hence, the Board's stand is that DPCs conducted after 18.12.2013 has been already dragged till 28.09.2015(Executive Instruction will be issued in this regard very soon)

d) JS has already submitted the file for amendment of Inspector RRs as TA will remain the feeder cadre of Inspr. {currently file is with Member (P&V)} and soon it will be sent to DOPT.

e) It was clearly stated that there is no need for new RRs of TA; rather, an amendment with an enhanced percentage in promotion quota from 10% to 25%.

f) It was also informed that it is not necessary to keep 3 times the feeder cadre as the post of TA is not a ‘Selection Post’

g) JS assured us that she will talk to JS (DOPT) for protection clause and it will be her top-most priority. In case the clause is not inserted then request for OTR was made.

h) Discussion was held on grounds for reducing the qualifying service.

Thus, the overall meeting went well and it resulted in a positive discussion. Let us all keep our fingers crossed and keep working hard to achieve our goals!

Request for an appointment with Deputy Secretary, DOPT


Another day and yet another initiative by AIB to strike up further conversations with the higher-ups!

In our previous blog, we had mentioned about getting appointments with Member (P&V) as well as JS (Admin) to discuss various issues plaguing the Ministerial cadre.

Similarly, many of you would also be well aware that with respect to the issue of insertion of retention/protection clause in the RRs of Executive Assistant, DOPT had returned back the file with a query. 

In this regard, a letter is being sent to Sh. Anindya Bhattacharya, Deputy Secretary, DOPT, requesting for an appointment to discuss the said issue. 

Fingers crossed, let's hope that good news awaits us and we get an opportunity to meet DOPT as well!
