After a hectic financial year ending followed by some series of holidays, we are again involved in our day to day schedule. In the mean time, association office bearers met twice in the capital and visited all the offices to pursue the pending issues. The first visit and meeting was during 15th and 16th February this year and the recent one on 11th and 12th April.

Our first visit:

We visited the concerned offices, spoke to officers of the level of Deputy Secretary and Under Secretary. We also met JS (Admin), Commissioner (Coord) and spoke at length with OSD to the Chairman. Chairman was very busy at that period as he had series of meetings with higher dignitaries.  After seeing the progress of work and assurances from Chairman through OSD that all our issues are being monitored by hon’ble Chairman himself, we decided to postpone our agitation movement for the time being. Meanwhile, the Board has issued letters to all CCAs to send data for one time relaxation in the grade of EA and Inspector, which are required on immediate basis.

Our second visit:

We met all concerned Officers except the Chairman, who was out station. We met our present Member (Admin) and had a very positive talk during meeting. He assured to look after our problems and instructed to give seperate submission on each issue. He said, he would call us after one month if he needs our help to sort the issues.

Progress:

Documents required for CAO DPC have been forwarded from every CCA. There is one single part pending i.r.o. one retired officer of CBN and hopefully that will be obtained. Our leaders have taken a great pain to get these docs accumulated for the DPC. It is unfortunate that the process of collection of required documents took a long time hence the Vigilance Clearance certificate is sought zone wise for respective officers. Even we protested the move immediately to the concerned authority; however, it would be better on our part if we send the required certificate at the earliest. It is really heartening that some zones have already forwarded the same. Concerned authority once again assured to take all interest to conduct this DPC at the earliest.

The DGHRD, CBIC issued letters for collection of data for amendment of RRs of both these grades. Our utmost priority should be to pursue with the CCAs and forward the data at the earliest. The letters are reproduced here for information to all our members.

It is learnt that amended AO Recruitment Rules was returned by DoPT for minor correction, which have been done and sent back to them for finalization. Efforts are being made by the Association to get it clear from DoPT and after a long time, good news is expected soon.

It is learnt from reliable sources that TA RR amendment, for reduction in qualifying service and increase in promotion quota is under process. DoPT has some observations on it which would be sorted out soon, as assured by the competent authority. We are monitoring the situation regularly.

            Wish all of you a very happy new year 2019. It is understood that we are not in mood to celebrate the New Year and other festivities as nothing is in our favour due to negligent attitude of Board towards this cadre.

           Once again, Board has sought some documents from a few zones for conducting DPC for CAO. We need to provide the documents with belief that this would be the last such requirement before conducting regular DPC for CAO post. The letter is attached herewith. Please pursue and forward the documents at the earliest.

             Many members are asking about our stand on strike call given by the Confederation of CG employees and Workers on 08^th and 09^th January 2019. This is to inform that this association has decided to extend moral support to the Strike call of All India Central Excise Inspectors Association (AICEIA) and All India Central Excise Ministerial Employees Federation (AICMEF) on the issues like ‘Scrap NPS and restore OPS’ and ‘Fill up all vacant posts’. A letter has been forwarded to the honourable Chairman of CBIC in that respect.

            Meanwhile, Shri Pranab Kumar Das, IRS has taken over as the new Chairman of CBIC w.e.f. 01^st January 2019. We hope the Chairman will give due attention to our legitimate demand and take necessary measure. We have forwarded letter to give us appointment and listen to our officer bearers to sort out the pending issues. Also, it is informed that if the negligent attitude continues towards this cadre, we would have to resort to some programme from a future date. (Letter)

Delhi Visit

Friends,

            The President, Liaison Secretary and I visited Board offices on 05^th and 06^th December 2018. The purpose of the visit was to meet Chairman and Member (Admin) of CBIC to discuss our pending issues besides gathering the latest status on all the issues. Unfortunately, the Chairman was on official tour to Mumbai and the Member (A) directed us to meet Commissioner (Coord) and Joint Secretary (A) to know the status as he did not have any latest inputs about the issues, as told by him. Accordingly, we met JS (A) on 05^th and had a meeting for about 45 mins and conveyed him that all the promotions are still at halt due to the letters issued by Mr. B.K. Manthan, the Under Secretary of Ad IIIA & IIIB. He immediately called up Mr. Manthan and said to come with file next day and find out the probable solution to remove the deadlock for grant of promotion. However, he repeatedly said that Mr. Rajpal Singh, the predecessor of Mr. Manthan was to be blamed for this situation and not the latter.

            Later in the day, we met Commissioner (Coord) and had discussion on CAO DPC and AO promotion issues. She confirmed that the proposal for review DPC was accepted by UPSC and date will be given by them anytime soon. She said the regular DPC can be held only after review DPC as instructed by UPSC, however, she asserted that she would look into it personally to get these DPCs held at the earliest. This was also conveyed to us that the documents from a couple of places are yet to be received for regular DPC of CAO. Regarding amendment of RR of AO, it is told that Board could convince DoPT after a series of meeting that this RR needs to be notified soon as there is huge shortage of AOs in the field level. It is also learnt that the demand of this association to not have any provision of Direct recruitment in the RR is also met. Now, the provision will be 100% promotion quota failing which posts to be filled up by deputation. We expect that the RRs will be notified within a couple of months.

           

            On 06^th December 2018, the Regional Secretaries of North and West Zone also joined us and we visited Ad IIIA and Ad IIIB Sections and had a long meeting with Deputy Secretary, where the Under Secretary Mr. B.K. Manthan was also present. During the meeting, we produced all our papers in support of our claim that the promotions in the field formations were granted on the direction of Board and as per Rules. Hence the letters, issued by Board to some Zones to take ‘corrective action’ are completely wrong decision. We requested them to withdraw those letters and open the doors of promotion. The DS gave a patient hearing and noted all the points and assured us to take up the things with JS (A) and Member (A), CBIC. The same afternoon, they went to meet JS (A) with all the papers.

            The liaison Secretary will pursue the issue and we will again visit Board office after a fortnight to keep a track on regular basis.

            Let us hope to get positive response from Board in a fortnight otherwise we may have to resort to other means to pressurize Board to fulfill our demands
