Message

Comrades,

            Wish you all a merry Christmas and a very happy new year 2017.

            Our members are definitely in festive mood and enjoying the winter with family and friends. However, all is not well for this association when our Board is not responding much to our communication pertaining to some long pending issues. We have forwarded many letters, addressed to honourable Chairman and Member (Admin), CBEC, with request to grant us appointment to discuss and offer our comments on these issues but unfortunately there is no response from that end. We know that Recruitment Rules (RR) for Inspector is being amended/finalized without taking any comments from stakeholders, Whereas, RR for Administrative Officer (AO) has not been finalized even after taking comments seven months ago. The seniority list of AOs, from 2009 onwards, is yet to be published for conducting DPC for the promotion to Chief Accounts Officer (CAO). No order has been issued from Board with respect to ‘counting the length of service of ‘Sepoy’ for promotion to the grade of LDC’. Blatant disparity, in respect of pay structure and promotional prospect, still exists between the administrative wings of CBDT and CBEC.

            We have written another letter to honourable Minister of State for Finance to listen to our pathetic condition & agony and waiting to receive the response from his good office (Submission Pg1, Pg2). We are writing to honourable Chairman and Member (Admin) to resolve our issues from time to time (Appointment, AORR). Meanwhile, O/o the DGHRD has circulated another letter dated 09/11/2016 pertaining to preparation of seniority list of AO (Letter Pg1, Pg2). It is informed that reply is still awaited from some zones. Please make sure that it is forwarded as early as possible, if not already sent.

            We once again request all ministerial officers to join hands and come together to claim our veritable rights from Board. Please Keep in mind that this is the only recognised association for ministerial officers of CBEC and Board cannot ignore our justified demands. We are going to visit the Board offices in the month of January 2017 with all our pending issues.

          The all India seniority list of Administrative Officers (AOs), from 2009 onwards, is being prepared by the O/o the DGHRD, CBEC, which is required to conduct the DPC for the post of CAO. However, Board has sought some information vide its letter dated 18th August 2016 and subsequent reminder dated 10th October 2016, addressed to all CCAs, pertaining to the regularisation of Ad-hoc promotions.  We should put our all efforts to ensure that the desired report is sent at the earliest. (Letters Pg 1, 2, 3, 4, 5).
              
          A letter has been forwarded to Shri B. Ginkhan Mang, Under Secretary to Govt. of India, as reply to his office letter dated 04th October 2016. It was requested to be more specific on our pending demands. (Letter Pg 1, 2, 3, 4).
            
          We have forwarded another letter to honourable Chairman and Member (Admin), CBEC requesting an appointment, to take our views before finalizing/publishing the RR of Inspector in CBEC. (Letter)

Updates

            Wish you all a very happy Diwali!

            As a constituent of Steering Committee (formed to protect the interest of employees of CBEC in the process of cadre reorganization for implementation of GST), the office bearers of this association attended the meeting with honourable Member (Admin), CBEC, at her chamber on 13th Oct 2016. Joint Secretary (Admin) and ADG (HRM1), CBEC were also present in the meeting. The meeting ended with a positive note with the assurance of Hon’ble Member to protect the interest of our members. Accordingly, the demonstration program scheduled for 14th October 2016 called by the Steering Committee had been called off (Meeting Notice).

        We had a meeting with Shri Balesh Kumar, Additional Director General (HRM1), on 14th October 2016, to project our cadre specific demand in the ongoing process of cadre reorganization in view of implementation of GST. During the meeting, we also discussed other issues like finalisation of seniority list of Administrative Officer from 2009 onwards and disparity exists in the administrative wings between CBEC and CBDT (Submission).

         Meanwhile, the Coordinating Committee (CoC) of Revenue department has submitted its memorandum to Honourable Finance Minister of India to register grievances against CBEC and CBDT for their lackadaisical attitude towards the employees. Two of our prime demands figured in the charter of demands. i.e. i) Removal of disparity in pay structure and promotional hierarchy between CBEC, CBDT and HQ Organisation and ii) consider views/comments of federations/associations representing the stakeholders before finalising/amending any RR (including the ones for EA and TA). The memorandum has mention of some demonstrative programs during the month of Nov 2016 to Jan 2017 (CoC Memorandum Pg1, 2, 3), which we have to observe. 

          Eastern Region Convention of AICESTMOA was held at Patna on 22nd October 2016 as arranged by the Bihar & Jharkhand Unit. Shri V.C. Gupta, Commissioner of Customs (P), Patna, graced the occasion as Chief Guest. Office bearers of other associations of that zone were also present. Office bearers of Kolkata, Bhubaneswar and Shillong zonal units of our association attended the meeting and actively took part in the discussion. All the issues were discussed in details and the members vowed to further strengthen the association to face the challenges ahead. The cultural program at the end was really refreshing after a day-long activity. We convey our gratitude to Bihar & Jharkhand Unit for the beautiful arrangement of the convention. Minutes is being published.

         We have written numerous letters to Member (Admin), CBEC, with request to consider the views/comments of stakeholders before finalizing the upcoming RR of Inspector. The letters are linked herewith for information. A letter is also being forwarded to honourable Chairman, CBEC to consider our demand to discuss the issue before finalisation of upcoming RR (1, 2, 3, 4, 5).

         The Zonal leaders and members are once again requested to complete the process of collecting Annexures from respective DDOs within the month of November as we have to submit the renewal request and documents to Board in December itself. Hope everyone will take it seriously and do the needful.
