Friends,
                We have visited the Board offices on 13th and 14th of this month and met the officials, including Member (A) and Commissioner (Coord), to find out the status of all our issues. We met Member (A) in his visiting hours, hence a detail discussion could not take place on all the issues. It was learnt that a meeting took place on 11/09/2018 at DGHRD office, chaired by Member (A), attended by all officials of concerned Sections and all our issues were discussed. The Status of the issues, as learnt, are placed below:

DPC to the grade of CAO : The proposal of DPC for CAO was sent to UPSC but it was instructed to conduct a review DPC of the last DPC held in the year 2016. The reason being, during that period some of the reserved category post could not be filled up due to non-availability of All India Seniority List of AO from 01.01.2009 onwards, which need to be filled up before conducting further DPC. Accordingly, Board has sought Vigilance Clearance Certificate as on date for the officers, who were eligible for promotion on that date (The list). As we always pressurized Board to conduct review DPC and regular DPC together, Board has also sought required documents for regular DPC, as consideration zone has been increased (The List).

                It is requested to all the zonal leaders and concerned officials to take initiative to forward the documents at the earliest, so that the DPC can be conducted. Some zones have taken initiative and already forwarded documents for both the DPC and hope the rest will forwarded in a short period. The last date to reach the documents to Board was 17.09.2018.
 
Promotion to the grade of AO : The amended Recruitment Rules of Administrative Officers is still not accepted by DoPT due to non-matching of their prescribed guidelines of ratio of promotional posts to the feeder grade posts. As the meeting between the Chairman, CBIC and the Secretary, DoPT also did not yield result, we have demanded to issue immediate instruction for promotion to the officers who fulfill the eligibility criteria. It is told that soon the proposal would be forwarded to DoPT for its concurrence. We have reiterated to the Board officials that in many field formations the charge of AO is given to Superintendents, which is completely unacceptable to this association. It is learnt that Board is going to have another meeting with DoPT to get clearance for this promotion.

Amendment of Recruitment Rules of EA and Inspector : Ad III A Section put up the file for amendment of EA RR with the recommendation of SSC to decrease the key depression speed for EA direct recruitment along with making it a desirable qualification. It is told, the files for reduction of qualifying service to bring it at par with CBDT will be put up at a later stage. The association is not accepting this logic, hence demanded to put up the files immediately as per suggestions of DGHRD and various heads of Field formations. We also requested Member (A) to allow promotion to the grade of EA, in the field formations, where the promotions are held up due to issuance of letters by Board on 04.01.2018 and 11.01.2018 and awaiting for further instruction from Board to continue with promotion to this grade, so that the officers of same batch can have similar opportunity in having promotion across CBIC. Member (A) informed that a committee is looking into the issue.

                Meanwhile, the 3rd meeting of Anomaly committee is scheduled to be held at Kalpavriksha, North Block, New Delhi on 26th September 2018 (Letter). Our demand to increase Pay Level of Tax Assistant will be put up vehemently.
