Draft All India Seniority List of
Administrative Officer (AO) with effect from 01.01.2009 to 30.06.2014 has been
prepared and published in DGHRD and CBEC website (Link) for perusal of
stakeholders. It has been the result of our constant persuasion and cooperation
amongst all the Zones. We would like to thank Shri Balesh Kumar, Pr. ADG, and
other officers of DGHRD Ofice, involved in the process. We also thank Honourable
Chief Commissioner of Jaipur Zone and CCA of Mumbai-I Zone for extending their support
to this association.
Representation, if any, is to be forwarded
through respective CCA to Board within 15 days. This association requests all
the stakeholders to contact their Zonal Secretary before proceeding to Board or
for any litigation.
We will put all our effort to get the DPC for
Chief Accounts Officer (CAO), conducted at the earliest so that the officers, on
the verge of retirement, get benefit of last promotion.
We have received letter from Coordination
Section of Dept. of Revenue, Ministry of Finance, to attend Anomaly committee
meeting scheduled to be held on 10.10.2017 at Kalpavriksha, North Block, New
Delhi to settle the pay anomalies arisen out of 7th Pay Commission.
Meanwhile, we have written a letter to
Chairman, CBEC with a request to instruct all CCAs not to pressurize our
over-burdened officer with extra work load.

Mumbai meeting
Comrades,
President and I have been to
Mumbai to attend the meeting with other 12 Associations of Central Board of Indirect
Taxes and Customs (CBIC). A Co-ordination Committee (CoC) in CBIC has taken rebirth
to make a joint forum again to fight together and get the solution for the
common issues. Prima facie, it is good effort and good start to have the
concept of having all Associations under one umbrella. Unity and co-ordination
among all the associations of CBIC is need of the hour. Board is having very
negative attitude to resolve the problems of not only our association, but also for other cadres too. We tried to convince the Board to resolve our long pending
issues like disparity in pay structure and promotional prospects between two
wings of Dept. of Revenue, Negative impact of Recruitment Rules on promotions, grant
of One Time Relaxation for filling up the vacant posts etc. But due to ‘no-welfare’
attitude of Board, nothing much we could achieve for our members. We have decided to join the CoC in CBIC and through
it, we will put our couple of demands in the common ‘Charter of Demands’ to be
submitted to Board. I urge all our
members to come forward and join the local CoC, when formed, to be the part of
it. Mind it, together we can bring the change in the attitude of the Board.
The required data for the
finalisation of draft seniority list from all the zones have been received by
the Office of the DGHRD. We are hopeful of getting the draft seniority list
published before Dussehra. Once this turns to final, the process of DPC for
promotion to the grade of CAO would start.
Administrative Officer (AO) RRs
is yet to get clearance from DoPT due to some queries raised from their end.
Hence, it is going to take some more time. However, we are in touch to monitor
its progress.
One Time Relaxation on Inspector
RR and EA RR along with other issues are being monitored closely and we
strongly oppose the present form of Relaxation. The staff is facing hardship
due to shortage of manpower in Ministerial cadres and we are stressing upon
filling up of all the vacant posts immediately.
Many Zones/Units have not yet
deposited the subscriptions of members for F.Y. 2016-17 and for 2017-18 to the
All India Fund hence, it is often becomes difficult to manage the expenditure on
travels/boarding/lodging etc. while attending meeting with higher officials and
also the leaders of other recognised associations. A separate letter is being issued for the purpose and we hope the zonal leaders will take
necessary initiative to strengthen the national fund of the association.
Some Zones / Units need to go
for fresh elections for the betterment of our cadre. The process of re-election
is required to expedite and should be completed before 30.11.2017.
