Comrades,
GST is about to take its place replacing the
Central Excise and Service Tax very soon. DGHRD has already published the new
name of Commissionerates and their locations zone wise. We are hopeful that our
officers are going to be placed in their respective zones and there is not much
shifting of the human resources. We are thankful to DGHRD to listen to our
appeal. If there is any major disturbance to it, would be taken up with the
appropriate forum, when reported. We would like to listen to our zonal leaders
in this respect. Our continuous effort, to get our long pending issues resolved,
will not be hampered in any case, in the GST regime.
Honourable Chairperson has agreed to publish
the draft All India Seniority List (AISL) of AOs with effect from 01.01.2009
for remarks/comments and further to conduct DPC for promotion to the grade of
Chief Accounts Officer (CAO)(Reminder).
The Recruitment Rules (RR) for
Administrative Officers has not yet been finalized; however, we have further
demanded for issuance of Executive Instruction, in the line of proposed
amendment and also requested to make the RR effective from the date of change
of feeder cadre. Letters have been forwarded to the honourable Chairperson in
this respect. (Letter).
It is
learnt that the disparity (With CBDT) issue is being studied jointly by CBEC
and CBDT officials. We hope to get a solution soon.
The relaxation files are still with DGHRD
and we are forwarding our proposal in our favour.
We always demanded that in case of promotion
uniformity should be maintained across the country. Hence whenever any
order/clarification given to any zone should also be forwarded to other zones.
Issue was raised during the meeting with honourable Chairperson and a reminder
has been submitted (Reminder). However, we are happy to learn that Board has
issued clarifications, in our favour, to some particular zones, which have been
in the list of our demands. Notional effect of promotion from the date of
eligibility and considering DOS vacancy for EA promotion will definitely
benefit our members. We demanded to issue similar instruction to other zones
too.
We have raised the issue of counting of past
service of LDC for EA promotion and to remove the idea of revert back of the
officers, who were allowed to appear for promotion examination during the
probation period, as it was allowed by their respective CCAs. (LDC Letter Examination Letter Pg 1,
Pg 2, ).
Continuous persuasion to get our desired
result is always there and we believe that we will definitely succeed in our
effort.
