LDCE: a way for fast track promotions

Dear all,

We had a meeting with all the zones as we were informed that DOPT is not agreeing for insertion of Protection Clause in RRs of Executive Assistants.

All the zones were in a view that we should demand for LDCE with half of Qualifying Service(As recommended by 6th CPC). 

We have prepared a letter for the same (Letter for LDCE). We have attached all the RRs followed by other ministries in which the QS/residency period is less than that of prescribed by DOPT. RRs we attached with letter are as under:

Filling up the vacant posts in CBIC

Dear colleagues,

DoPT vide its  OM dated 03.06.2021 has instructed Ministries to fill up the vacant posts. Approx 58% vacancies in ministerial cadre are lying vacant under CBIC as per the Half Yearly Brochure issued by DGHRD. 

We have written a letter to Revenue Secretary Sh Tarun Bajaj with a request to fill up these vacancies with some suggestions:

1. Give protection clause in the RRs of EA & Inspector

2. Grant an One Time Relaxation (OTR) in RRs of EA & Inspector to fill up these posts

3. Reduce the Qualifying Service(Residency Period) by introducing the concept of LDCE

List of pending welfare issues

Dear colleagues,

Hope you all are fine and doing well...!

As the Covid-19 pandemic was very severe in last few days, We have lost many of our colleagues. I, on behalf of all the ministerial officers working under CBIC, paying tribute to the departed souls.

Absorption Clause in various RRs

 Board vide its letter dated 08.04.2021 (letter) has circulated a draft policy for absoption clause in various RRs. The association vide its letter dated 28.04.2021 (Association letter) have given its comments for the policy.

Submission on unjustified condition laid down in 6th Jan letter

 Board has a letter on 6th Jan 2021(letter link) in which a condition laid down in para 3(a). The condition totally unjustified. Hence, the association has written a letter to remove this condition.
