Update
Friends,
We
had a lot of activities in last a few days.
The
2nd meeting of Anomaly Committee took place on 24th May
2018 at North Block, New Delhi, under the chairmanship of Additional Revenue
Secretary, Ministry of Finance, Govt. of India. Our point for increase of pay
of Tax Assistant was discussed at length. Though the official side put their
views that different department has different set of work, hence can’t be
compared to each other but we put our point that we do a lot of technical work
and the TA comes through the same examination (CGLE) with additional
qualification of computer proficiency of 8000 k.d.p.h. hence, the pay level
should be increased to bring it at par with other departments. We also pointed
out that an employee comes through H.S. level examination of SSC, draws the
same pay as drawn by a Tax Assistant. They assured that the issue would be examined
and will call us again if required. Administrative Officer (AO), being a G.O.
post, the committee did not consider the issue for discussion. However, we
talked about the discrimination; the AOs of the CBIC are facing in regard to
pay. The Chair directed us to take up the issue with Board. The increase of pay
of LDC was also taken up but that can take effect only when the pay of TA is
increased.
We
visited the other offices on 25th and tried to find out the file
position of other issues. A D.O. letter was again issued by Commissioner
(Coord) for submission of documents for 38 no. of officers, which have some
deficiencies by 30th May 2018. Unfortunately, some zones are yet to
fulfill the requirement.
We
had submitted another letter to the Chairperson of CBIC to personally intervene
in the matter of withdrawal of letters due to which the DPCs are at halt and
also to get the promotion to the grade of AO immediately. The Chairman
instructed the Member (A) to call us on urgent basis to discuss the issue. This is very urgent for DPC of CAO.
On
26th May the Gujarat zonal meeting was held at Ahmedabad and a new committee
has been formed in my presence. The members were present from almost all the Commissionerate
of the State and some of them were included in the present committee. Shri Mohan has taken over
as the President and Shri Vikas Kumar as General Secretary of the Zone. We
congratulate the new committee and wish them to do well for the cadre.
We
received the call of Member (A), CBIC to attend the meeting on 31st
May at his chamber to discuss on two critical issues as mentioned above. President,
the Regional Secretary of Northern region and I attended the meeting. General
Secretary of Jaipur Zone also accompanied us. We put our points once again
in front of the official side with all supporting documents. The Member (A)
again asked time to sort out the issue but we wanted to know the time limit.
The Pr. ADG of DGHRD requested to submit the documents once again with a copy
to him and asked a week time to go through all the papers. He told that we
would be called for the discussion again after the given time frame. It was
informed that the RRs of Administrative Officer is being forwarded to DoPT through
Secretary level for giving the final shape.
Later, on the day, we met the Chairperson and apprised her of about the dismal condition
of the cadre and non action of Board to sort these critical issues. She assured
to direct the Member (A) to look into the issues personally and sort it out before
she leaves the chair on 30th June.
We
once again request the zones to strengthen themselves and prepare to fight with
any adverse situation. Since the convention is only a couple of month away, the
due subscription may be deposited to the national account at the earliest.
We
hope for the best and trying to nurture all the issues through all possible
ways.

Friends,
Namaskar!
The
required documents in respect of the officers eligible for CAO promotion have
been forwarded to Board. The D.O. letter issued by Member (Admn), CBEC, on our
demand, has helped to hasten the process. The shortcomings mentioned in the
letter were mostly the absence of training certificate. By this time, most of
the eligible officers have completed the training and a few left over officers
will complete it soon. We have written a letter to Member (Admin), CBEC with request
to further accelerate the process so that the DPC can be held in the month of
June.
The
2nd meeting of the anomaly committee, to settle the anomaly arisen
out of the last CPC, is scheduled for 24th May 2018 at
Kalpavrisksha, North Block. As you all know, we have demanded to increase the grade
pay (as per VI CPC) of AO to ` 4800/-, for TA to `
2800/- and LDC to ` 2400/-, the points will be taken up for discussion as
these have been forwarded from our Board after we pressed hard in the meeting
on 17.01.2018. We will attend the meeting and also meet other officials to find
out the status of all pending issues.
We
have also requested the chairperson, CBEC to give us an appointment to discuss
our pending issues. However, it is not granted yet, and it is learnt that
Member (Admn) is instructed to talk to us. We will write again and request the
chairperson to meet us and give us the desired solution over the critical
issues.
The
Executive Committee meeting was held on 06th May 2018, as scheduled
and some important decisions have been taken. The minutes of the said meeting
is drawn and is appended below. Chandigarh Zone has shown its willingness to
hold the convention and was unanimously accepted by all office bearers present
in the meeting. Later, Shri Ram Lalit, President informed that the convention
will be held on 04th August 2018.
We
congratulate our Vice President Shri Shivaji Valu for his promotion to the
grade of Inspector. We are thankful to him for his contribution to this
association. Wish him all success for his future in the executive cadre.
Gujarat
Zone is going to have 2nd All Gujarat Convention on 26th
May 2018. We wish them all success.

Friends,
Hope u all r doing well.
We, jointly with other two Customs
Ministerial associations, forwarded the proposal to Board for immediate filling
up of vacant posts of AO by any means, whether by notifying RRs of AO or by
issuing the Instruction / Order. The proposed RRs of AO has been returned by
DoPT, once again, with the same objection. It is learnt that the Board
officials are in talk with DoPT for finding out a solution.
The required documents in respect of
eligible AOs, for promotion to the post of CAO, have been sent to Board by all
the zones. Now, the documents will be scrutinized by Board and if any shortfall
comes to notice, will be informed to the respective zone. The zonal leaders and
the concerned officers have to take initiative to meet up the lapse, if
any. We hope that the DPC would soon
take place. We also demanded a D.O. letter from Member (Admn), CBEC, addressing
CCs, for forwarding the desired documents from the respective zones at the earliest.
The proposals, forwarded for filling
up the vacant posts of EA and Inspector along with the proposal for amendment
of both the RRs, are under examination by Board. We would be able to know the
status in a few days as a visit to Board is planned in coming week.
A letter has also been forwarded to
have uniformity in promotion across all the zones in CBEC and demanded to take
immediate decision on the letters issued by Shri B.K. Manthan, Under Secretary,
on various dates, due to which the DPCs are held up in many zones.
The Co-ordination Committee in CBIC
(CoC in CBIC) will meet again on 05th May 2018, in Kolkata to decide
its future course of action. The President and other leaders of this
association will attend the meeting.
A letter is forwarded to The
Additional Secretary (Revenue), Ministry of Finance, to convene the 2nd
meeting of Anomaly Committee, at the earliest, as the CBEC has forwarded the
points to be discussed in the meeting.
We will have an Executive Committee
meeting on 06th May 2018, in Kolkata on various issues including the
upcoming convention date and venue. The minutes of the meeting will be
published for your information.

Friends,
Hope
u r feeling fresh after a very hectic financial year ending. Some of us enjoyed
a very happy weekend with four consecutive closed holidays. This association
has no holidays and always been awake for the betterment of its members.
We
have forwarded the proposal for amendment of Recruitment Rules for Executive
Assistant and Inspector. Also, urged to fill up the vacant posts by promotion
by considering relaxation. These have been done as suggested by the Member (A),
CBEC, during our meeting on 06th March 2018, in the presence of DG
of DGHRD. The submissions, signed by Secretaries of all three Ministerial
Associations of CBEC, are put below for information to all our members. We will
also be sending the proposal for filling up all vacant posts of AO by tomorrow.
The
DPC for CAO is still taking some time as a couple of zones have not forwarded
the desired documents of eligible officers till now. Our leadership present
there are trying their best to pursue the matter and do it at the earliest. Some
AOs are really doing good work to get the documents reach to Board and are in
touch with us.
We
have written to Additional Revenue Secretary, Dept. of Revenue to arrange for 2nd
meeting of Departmental Anomaly Committee. Hope to get the call soon. We are in
touch with the leadership of CBDT Association too.
